I think this is what you had in mind. We called it Wacky Cake.
Wacky Cake
2 1/4 c flour 1 1/2 c sugar 5 T cocoa 1 1/2 tsp baking soda 3/4 tsp salt 9 T salad oil 1 1/2 T vinegar 1 1/2 tsp vanilla 1 1/2 c cold water
Mix together in a large bowl the flour, sugar, cocoa, baking soda, and salt. Make 3 holes in the mix. Put the oil, vinegar, and vanilla in separate holes. Pour the cold water over all. Mix until no lumps remain. Pour into a 13? x 9? pan and bake for 30 to 40 minutes at 350 degrees.
