Subject: enquity to start business

Hello, I am in USA on L1A Visa and working for the company which sponsored my visa. However I want to start a small online business ALSO while continuing in the Job. My question is 1) Is it Legal, 2) Can I claim expenses of setting up the website in my annual return, 3) Can my Wife, who is on L2 work on this as well without filing an EAD for $340.
