We are thinking of moving to India after 10 years. We have land in India. A friend told me that the construction costs are bit less now so we will save money if we build the house now. Please advise. Is it the correct time to build the house? or shall we wait and build the house just before / when we are ready to move?

Yes, it is the correct time to build your house. Now, the rates of the steel has also reduced and you will not be spending a lot on the construction.
